Limited to up to 3 lines, and up to approximately 40 character per line (variable-width font so is hard to say, might fit more might fit less).
Can include links, and can include images (approx 16 pixels tall will fit on 1 line, but it can take up more than 1 line).
In general we are more likly to approve dark/sarcastic/angsty humor than bright and cheery (just look at the character!).
It's also worth noting that the sayings are per-character and if/when we add new character they will get entirely new sayings.
For example, your submissions may show up on the forum/front pages, but won't show up on
http://shys.us because that's Dax and not the blue anime guy =)
